The concept of min/max on all your gear, gear mods, weapons, and weapon mods can be overwhelming. That's why I've started a series of discussions where we go through these items one at a time. Hopefully we can all help each other reach our individual goals, get better builds, and (most importantly) have more fun!
Please note that I will lean a bit to the PvP side of things with my opinions because that is my personal playstyle, but I will never fail to point out if something makes sense from a PvE perspective. Also note that I am talking about iLevel 31 items unless otherwise specified. On to the topic at hand:
Backpack: The iLevel 31 Backpack Blueprints can be purchased from the Special Gear Vendor in the Base of Operations, upstairs in the Tech Wing. It costs 5 High End (Yellow) Fabric and 3 High End (Yellow) Electronics to craft a Backpack.
Native Stats: Primary Stat range is 470-575 for whichever you're rolling (Firearms/Stamina/Electronics). Backpacks come with Armor that will range from 470-575. Every Backpack will also come with 1 Gear Mod Slot native. Finally, iLevel 31 Backpacks offer a +21-24 to Capacity.
Possible Talents: every Backpack will have one (no more, no less) of these Talents.
Possible Major Attributes: every Backpack will have one (no more, no less) of these Major Attributes.
Possible Minor Attributes: every Backpack will have one (no more, no less) of these Minor Attributes.
Possible Skills: every Backpack will have two (no more, no less) of these Skills.
Perfect Backpack (PvP)
Final PvP Analysis: The Main Stat, native Armor, Inventive talent, and Skill Power are properties worth re-crafting and recalibrating to get and max. Bleed Resistance is my preference, but it's not a make or break on this piece. Backpacks have WAY too many possibilities on Skill Attributes to go hunting for the ones you really want, so just take whatever you get.

Technical | While your signature skill is active, your Skill Power is increased by 13% | I can only see chasing this if you're running a high skill power and low CD build |
Specialized | 13% of your Firearms and Stamina are added to your Skill Power | this is not situational like Inventive, but it offers much less of a return on investment |
Resourceful | All healing applied to you is also applied to your skill objects | only worth looking at if you use Turrets, Mobile Cover, or Ballistic Shield in a high skill power build (though it currently appears to not be working as intended) |
Relentless | 3% of the damage dealt by your skills is returned to you as healing | worth considering if you are running a high skill power build |
Inventive | Your Skill Power is increased by 13% while you are at full health | recommended, especially if you are running Pulse and Overheal, as you'll be popping both of them while still at full HP most times |

Signature Skill Resource Gain | 10-12% | the boost to Skill Power will lower your CDs, this is pointless |
